About CPCRI:
The Central Plantation Crops Research
Institute (CPCRI) was established in 1970 as one of the agricultural
research institutes in the National Agricultural Research System under the
Indian Council of Agricultural Research (ICAR)

Functions
and duties:
-
To
develop appropriate production, protection and processing technologies for
Coconut, Arecanut, and Cocoa through basic and applied research.
-
Act
as a national repository for the genetic resources of these crops.
-
Produce
parental lines and breeders' stock of plantation crops.
-
Develop
improved palm-based farming systems through more effective use of natural
resources to increase productivity and income from unit area.
-
Collect,
collate and disseminate information on the above crops to all concerned.
-
Co-ordinate
research on these crops within the country and execute the research
programmes under the All India Co-ordinated Research Project on Palms.
-
Transfer
technologies developed at CPCRI to the farmers through the co-operation of
Developmental Departments/Boards
by sponsoring training programmes, workshops, demonstrations, etc.

(ii) The powers and duties of its officers and
employees
CPCRI is headed by its Director, who looks after the management of
research and administration of the Institute, who is assisted by one
Senior Administrative Officer, one Administrative Officer and four
Assistant Administrative Officers at the Headquarters. They are assisted
by administrative staff belonging to different categories such as
Assistants, Senior Clerks, Junior Clerks. Besides the Heads of Divisions
and senior officers are also provided with Stenographic assistance by
stenographers for direct/speedy disposal of important cases. The
administrative wing is organized into Establishment, Bills, Stores and
Estate, each headed by an AAO. Adequate administrative powers have been
delegated to the Senior/Assistant Administrative Officers. One Assistant
Administrative Officer is declared as Drawing & Disbursing Officer to
ensure prompt and efficient settlement of personal claims. So far as the
‘Financial’ control is concerned, Director is assisted by a Senior
Finance & Accounts Officer, with a JAO and other staff members. The
Senior Finance & Accounts Officer also deals with financial matters of
Research Centres and functions as the Pension Payment Authority in
respect of the Institute.
The Heads of the three Regional Stations, are delegated with the
required powers for smooth functioning of the Stations. They are
assisted by Assistant Administrative Officers, an Assistant Finance &
Accounts Officer. The Regional Stations have separate budget allotment
and monthly expenditure statement etc. are sent to ICAR directly by
them.
So far as the Research Centres are concerned, they are headed by
Scientist Incharge (Principal Scientist or a Senior Scientist) who has
been declared as the Head of Office and Drawing & Disbursing Officer.
They have also been provided with adequate clerical and stenographic
support, wherever found necessary.
Two Krishi Vigyan Kendras are functioning under this Institute with a
post each of Assistant and steno sanctioned to assist the Chief Training
Organizer.
Research in
different disciplines are carried out by sixty scientists including
headquarters, different Regional Stations and Research Centres. |

(iii) The procedure followed in the decision
making process, including channels of supervision and accountability
The Director, assisted by Heads of Division monitors the research
progress in Institute Research Committee meetings every six months.
Besides there are Study Circle meetings every month. The Research
Advisory Committee refines and recommends research activities. Institute
is also monitored by Institute Management Committee and Quinquennial
Review Team which are constituted by the ICAR, New Delhi. Institute
budget is presented and sanction obtained from the five year plans of
Govt. of India. Institute Joint Staff Council takes care of the staff
problems. |

(v) The rules, regulations, instructions, manuals
and records, held by it or under its control or used by its employees
for discharging its functions
As per the rules and regulations of ICAR Society under the Department of
Agricultural Research and Education, Ministry of Agriculture, Govt. of
India. The Planning, Monitoring and Evaluation (PME) Cell maintains the
records of research. Various reference and procedural manuals, journals,
perodicals and other academic books are maintained by the Library,
Information Technology and Bioinformatics Centre, different Regional
Stations, Research Centres and also various sections. Documents for
farmers service including books, booklets, bulletins, folders, videos
and CDs are available in the Agricultural Technology Information Centre
in Kasaragod and KVKs at Kasaragod and Alleppey. Service related
documents and manuals are maintained by the concerned sections in the
administration. |

Agricultural Technology Information Centre (ATIC) provides a single
window service for the public. A touch screen monitor is installed at
the ATIC for accessing information on Coconut, Arecanut and Cocoa
cultivation. |

The institute is open on all week
days except Sundays and second Saturdays of every month.
The working hours
on all working days is 9:30 AM to 5:00 PM with a lunch break from 1 PM
to 2 PM. This is common for all the sections at Kasaragod (Kudlu),
Kayamkulam (Krishnapuram), Vittal (Panjalike), Minicoy, Mohitnagar, Kidu,
Kannara, KVKs and Library of the Institute. The working hours are
slightly adjusted according to seasons for CPCRI Regional Station Kahikuchi, Guahati , Assam.
